17 Men Arrested in Portland During Undercover Sex Trafficking Mission

The Portland Police Bureau’s Sex Trafficking United arrested 17 men during an undercover sex trafficking mission during the month of July.

The purpose of the mission was to address online sex trafficking.

The Mission

Investigators posted online ads on known sex trafficking websites. 17 men contacted undercover police officers to arrange payment for sexual acts. Investigators were assisted by Portland area hotels as part of this effort. 

For investigative reasons, the Sex Trafficking Unit is not sharing the specific website, application, or ad text publicly.

The following is a list of the men cited and released for Commercial Sexual Solicitation: 

 

* 31-year-old Jaime Fraga-Altamirano of Troutdale, Oregon 

 

* 46-year-old James Michael Hughes of Salem, Oregon 

 

* 28-year-old Konstantin Igumnov of Vancouver, Washington 

 

* 29-year-old Dmitri Omelco of Vancouver, Washington 

 

* 41-year-old Phillip Todd Bonner of Anderson, South Carolina 

 

* 46-year-old Dung Van Nguyen of Happy Valley, Oregon 

 

* 31-year-old Nicholas Ray Willis-Heine of Portland, Oregon 

 

* 29-year-old Sataam Abdullah Alkhalaf of Portland, Oregon 

 

* 42-year-old Brian Lee Votaw of Portland, Oregon 

 

* 28-year-old Benjamin Stuart Wirth of Happy Valley, Oregon 

 

* 34-year-old In Han Cha Jr. of King City, Oregon 

 

* 31-year-old Alexander James Curtis of Portland, Oregon 

 

* 24-year-old Bruce John Waterman Jr. of Beavercreek, Oregon 

 

* 30-year-old Fernando Santos-Ballazar of Burien, Washington 

 

* 22-year-old James Christian Cummings of Fairview, Oregon 

 

* 21-year-old Joselle Alexander Lucas of Canoga Park, California 

 

The following person was booked into the Multnomah County Jail for Commercial Sexual Solicitation: 

 

* 24-year-old Gatlin Verne Schwin of Roseburg, Oregon
