video: NEW: Arrest Reports Released From Nov. 21 Anti-Trump Protest in Portland

The Portland Police Bureau is releasing all police reports associated with the November 21 arrests of 23-year-old Greg McKelvey, 23-year-old Micah Rhodes and 24-year-old Kathryn Stevens. 

These reports are being released due to the public and media interest in these arrests.

On Tuesday, police were made aware via social media of a seven-second piece of video showing a Portland Police Bureau officer attempting to use a mandibular angle pressure point on Stevens as she was being arrested.

This action is documented in officers' reports (pages 4 and 33 of documents). 

"I take any allegations of improper force and misconduct seriously. I demand that all officers' conduct is within the law, policy and consistent with the values of the community and the Portland Police Bureau," said Chief Mike Marshman.

Police are also aware of a longer section (1:30:51) of KPTV Fox 12 video that shows much of the protest activities leading to the arrests.

Specifically, at approximately 52:30, there is a different angle of the arrests of McKelvey and Stevens, providing better context to the seven-second video. 

The Report Process 

As with all arrests and uses of force by police, officers write reports documenting the sequence of events and justifications for any use of force. Those reports are subject to an administrative review to determine if the force was within policy. If the actions of an officer are found to be in violation of policy, the officer may be subject to discipline
